Won't Sync!!

I've been having this problem for a while now. Nothing will sync and app based texting and calling won't work unless on wifi. I can call out and text with for example, sideline and burner but nothing comes in. My email won't sync either. I don't get my Tapatalk updates for this or any other forum unless on wifi. I have checked every possible sync option everywhere. I even took it off power saving mode. Anyone have this problem?
